Does every Cinch task need a time?

No. Timing is optional. A task can remain date-only or gain an exact start or due time when needed.

Can I see only normal working hours?

Yes. Day view can switch between workday and full-day modes.

Are scheduled tasks the same as tracked time?

No. Timed tasks plan when work should happen. Cinch time tracking records how long the work actually takes.
